CFTC opens comments on crypto transaction and market rules
The CFTC advanced notice of proposed rulemaking titled Regulation Crypto Asset Transactions and Regulation Crypto Asset Markets appears in the Federal Register for October 13, 2026 as document 2026-20888. It seeks comment on fit-for-purpose rules under Commodity Exchange Act section 2(c)(2)(D) for retail commodity transactions in crypto assets, which the notice calls CTXs. Comments are due December 14, 2026. The notice covers 17 CFR parts 1, 38, and 39, carries RIN 3038-AF80, and runs from pages 64811 to 64840. The Commission first published the same ANPRM on October 5 in release 9307-26.
TeraWulf lifts Muskie contracted power from 500 MW to 1 GW
TeraWulf's October 5 8-K says its subsidiary DB Long Hunts Data LLC amended and restated transmission and energy service agreements with Kentucky Power, an American Electric Power company. Contracted capacity at the Muskie Data Campus in eastern Kentucky rises from 500 megawatts to 1 gigawatt. The second 500 MW phase moves from 2030 to 2029, subject to Kentucky Public Service Commission approval and Kentucky Power's construction schedule, while the first 500 MW phase is still aimed to start ramping in 2028. TeraWulf acquired Muskie in May 2026, said it is still evaluating a path toward 2 GW, and noted Kentucky Power is developing a 765-kV / 345-kV substation for the site.
DeFi Development Corp. takes its SOL treasury to 2.56 million coins
DeFi Development Corp.'s October 5 8-K exhibit says the company added about 26,203 SOL since September 28, bringing holdings to about 2,564,212 SOL and SOL equivalents worth $302 million. That is about 11% growth since its August 12 earnings update. Preliminary September 30 estimates versus August 12 include double-digit SOL-per-share growth, more than 100% growth in NAV per share, a cut in notional SOL-denominated borrowings, and more than 100% growth in cash. Those figures remain subject to finalization. On October 1 the company paid the first dividend on CHAD, its variable-rate preferred, at a 13% annual rate on the $10 stated amount, or $1.30 per share a year at the current rate.
Hut 8 closes a $1.07 billion four-year revolver with JPMorgan
Hut 8's September 28 8-K says it entered a credit agreement on September 24, 2026 with JPMorgan Chase Bank, N.A. as administrative agent and collateral agent. The senior secured revolver allows up to $1,070.0 million outstanding at any time, including a $1,070.0 million letter-of-credit sublimit, and can be drawn through the fourth anniversary of closing. No amounts were outstanding on the closing date. Borrowings price at Adjusted Term SOFR plus 1.50% to 2.00%, or an alternate base rate plus 0.50% to 1.00%, starting at 1.750% and 0.750% respectively. A first-priority lien covers substantially all assets of the company and guarantors, and a minimum-liquidity covenant starts with the quarter ending March 31, 2027 at 40% of commitments before the Stabilization Date and 25% after.
Ethereum Foundation sketches native checks on a signed transaction's outcome
The Ethereum Foundation Access Cluster posted on October 5 that the Trillion Dollar Security work treats blind signing and transaction uncertainty as a user-experience risk. Native transaction assertions would let a signature bind not only the request but also the result the signer wanted. The post points to EIP-7906, Transaction Assertions via State Diff Opcode, as one path, and separates intent mismatches such as the Bybit and BadgerDAO front-end cases from outcome mismatches. In the Aave and CoW collateral swap example, a user asked to swap about $50.4 million of aEthUSDT for aEthAAVE and received a verified quote of roughly 329 aEthAAVE after thinner liquidity and a gas ceiling cut off other routes. The post is research, not a scheduled hard fork.
ERC-8403 draft stores an account as one hash, then adds post-quantum keys
An October 11 Ethresear.ch post describes ERC-8403 as a draft for how an account adds, rotates, and revokes keys under native account abstraction. Each authority is a leaf, keccak256 of an authority_id and a predicate, and the account stores one 32-byte root. A transaction must carry a membership proof and a witness, and both checks fail closed. Add, rotate, and revoke become a new root while the address stays put. Tier 1 reads a recent named root through EIP-8272 and keeps the mempool check cheap, so a revoked key still works until the old root leaves the window. Tier 2 reads the current root from storage so a revoke works from the next block. The draft binds the check to EIP-8141 VERIFY frames and asks how the same account looks with post-quantum keys on EIP-8288.
Lido contributors unveil Lido Lend as a Morpho Blue fork, pending a DAO vote
An October 7 Lido Research post says contributors are building Lido Lend, a decentralized lending market on a modified Morpho Blue fork, with isolated markets aimed at long-term lenders and professional looping borrowers. Governance would sit with Lido DAO if a vote accepts the design. Markets would focus on blue-chip, price-correlated pairs such as stETH / ETH, with deposit screening meant to keep hacked funds out and clearer exit paths when utilization is full. The post says the product is not a general-purpose pooled lender. Contributors frame it as a security-first design after a year of lending-market incidents, and they still need a governance vote before it is a DAO product.
Kraken closes a five-hour Customers Bank funding pause
Kraken ran scheduled maintenance on its Customers Bank gateway from 08:14 UTC to 13:02 UTC on October 11, 2026, and marked the window completed. The venue said delays came from scheduled work by banking partner Customers Bank. Impacted types were Customers Bank wire transfers, Customers Bank instant transfers, and NinjaTrader US futures transfers. The status page listed US dollar domestic, instant, and international payment methods as the affected components. Other funding routes were not named in the incident updates.
