The overnight pile was filings and forum notes, not a new U.S. rule. Strategy added 250 bitcoin. Cipher proposed $850 million of 2032 convertibles. Newly posted Fed discount minutes show the Board held primary credit at 3.75% through September 9, then lifted it to 4% with the September 16 hike. Strategy adds 250 BTC to 848,250 and buys back $192.4 million of STRC
Strategy Inc's October 13 8-K attaches an October 12 press release covering October 5 through 11, 2026. The company bought 250 BTC for $21.5 million at an average $86,194, taking holdings to 848,250 BTC with a $64.00 billion aggregate purchase price and a $75,444 average. It sold 125,183 MSTR shares for $21.0 million net to fund most of that bitcoin, used $0.5 million of USD Cash for the rest, and repurchased 1,932,145 STRC shares for $192.4 million. As of October 11, the USD Reserve was $4.88 billion and USD Cash was $640.5 million, with $354.8 million still available under the preferred repurchase program.
Cipher proposes $850 million of 0% convertibles due 2032, plus a 2030 note exchange
Cipher Digital Inc said on October 13, 2026 that it intends to offer, subject to market and other conditions, $850.0 million of 0.00% convertible senior notes due November 1, 2032 in a Rule 144A private placement, and may grant a 13-day option for another $150.0 million. Concurrently it expects privately negotiated exchanges of a portion of its 1.75% convertibles due 2030 for common stock, plus capped call hedges on the new notes. Net proceeds after those capped calls are slated for more equity in the Barber Lake project, HPC build-out across the near-term pipeline, more development sites, and general corporate purposes. The notes would not bear regular interest; conversion terms will be set at pricing, and the 8-K is not an offer to sell.
Fed discount minutes: primary credit stayed 3.75% until the September 16 hike to 4%
The Federal Reserve published minutes of its August 17, September 9, and September 16, 2026 discount-rate meetings on October 13. On August 17 the Board kept the primary credit rate at 3.75% after ten Reserve Banks asked to hold that level and Cleveland and Kansas City asked for 4%. On September 9 eight Banks still wanted 3.75% while Cleveland, Chicago, Minneapolis, and Kansas City asked for 4%; directors cited hiring strain and higher wages for AI and data-center construction jobs. On September 16 the Board raised primary credit to 4% and interest on reserve balances from 3.65% to 3.90%, matching a 25-basis-point lift in the federal funds target range to 3.75% to 4%, effective September 17.
LlamaRisk queues Monad USDC cap raises and a 10 bp Slope1 bump on Aave V3
LlamaRisk posted a Risk Stewards note on October 13, 2026 recommending Aave V3 parameter changes from that day's liquidity and position review. It would raise Monad USDC supply and borrow caps from 250 million and 225 million to 350 million and 315 million after 90.0% and 93.5% cap utilization, and cut Core USDtb caps from 302 million and 182 million to 100 million and 50 million. It also proposes dropping Core LDO's supply cap from 2 million to 1 to finish deprecating that reserve (about 718,600 LDO still supplied, LTV already 0), and cutting tETH supply caps on Core from 1,000 to 300 and on Prime from 22,000 to 15,000. Stablecoin Slope1 would rise 10 basis points from 4.40% to 4.50% on most V3 stablecoin reserves, and 5 basis points from 4.70% to 4.75% on Base USDC, across tabled markets with about $5.82 billion of aggregate debt.
Magicians draft an onchain ARD registry that roots records in a payout address
An October 13, 2026 Ethereum Magicians post files a draft ERC for Agentic Resource Discovery onchain, building on the open ARD spec used to find MCP servers, A2A agents, skills, and APIs. The draft keeps every record a valid ARD entry but moves authority from DNS to a settlement address: the controller is the address that would be paid, and a domain is only an endorsement claimed onchain and acknowledged in /.well-known/ard.json. Four kinds (skill, task, agent, registry) sit on a thin kernel of kind, CAIP anchor, a JCS plus SHA-256 descriptor hash, URN, and status, with prices and escrow read live from adapters. The repo ships a Solidity kernel plus four adapters, 43 tests, and a Node gateway; the ERC number in the draft text is still a placeholder (erc-9999.md).
Ethresear Rapidblocks take two sketches pipelined blocks that skip a slot without a reorg
An October 13, 2026 Ethresear.ch post returns to last year's Rapidblocks idea: block i+1 executes on i-1's state and respects i's Bloom filter of modified keys, so a skipped slot need not force a reorg. This take adds a pipelined consensus that only decides a value per slot (a header hash or empty), plus a safety sketch, a simulation, a first model check, and a mainnet measurement. Compatible concurrent blocks cannot share accessed keys with another block's modifications, and only the last L slots stay open as a window. The author frames it as a discussion starter with a concrete design, not a scheduled Ethereum fork.
Kraken schedules a 15-minute spot website and API pause at 07:01 UTC October 15
Kraken posted scheduled maintenance for Thursday, October 15, 2026 at 07:01 UTC, with the spot exchange website and API unavailable for about 15 minutes (a rough estimate). The notice says not to place or cancel orders in that window, that deposits and withdrawals started then may be delayed, and that sign-in and other non-trading features should stay up. After the window, markets will briefly enter cancel-only mode, then post-only mode, before full matching returns. Incident 08zrkpmtm7n0 was still scheduled as of this brief.
Coinbase is still investigating delayed Osmosis sends and receives
Coinbase Status opened incident kjp5db2vnt2p on October 12, 2026 at 11:18 Pacific, and as of this brief it remained in investigating. The venue says users are seeing delayed Osmosis (OSMO) sends and receives, while buys, sells, and fiat deposits and withdrawals are not affected. It also says funds are safe and that an update would follow. This is a separate incident from the Celestia delay Coinbase posted on October 13.
