House of Doge spent Friday rewriting its Dogecoin contracts. An 8-K accepted at 16:27 UTC on October 23 ends the exclusive Foundation license, swaps in a narrower non-exclusive mark license, sketches an unclosed transfer of Such App into Dogecoin Labs, and posts a binding letter of intent for McQueen Labs token-platform assets. That is paperwork and control, not a DOGE print. The rest of the tape is protocol and venue: a hash-only rollup note, a new draft ERC number, Aave V3 cap recommendations, a Lido treasury idea, three Sky bounty payouts, a still-open Initia pause at Kraken, and delayed TON sends at Coinbase.

House of Doge ends its exclusive Foundation license and files a McQueen LOI
An 8-K accepted at 16:27 UTC on October 23 shows House of Doge Inc. (HODO) and HOD US ending the May 7, 2025 exclusive Dogecoin Foundation trademark license effective October 19, with a $400,000 Termination Payment due when funds are available. A replacement non-exclusive license runs three years to October 19, 2029 for the existing 21Shares TDOG and TXXD products and the listed Dogecoin ETP, without official-partner status, and the company agreed to change its corporate name before December 31, 2026. The same filing attaches an unclosed Asset Transfer Agreement that would move Such App assets to Dogecoin Labs for $4 million of equity on a $120 million pre-money valuation, still subject to lender consents including a $5.5 million Garrington note. On October 23 HODO also signed a binding letter of intent to buy McQueen Labs token-platform assets for $15 million in mixed stock and notes, named McQueen CEO Curtis Hopkins interim CEO and CFO after October 22 resignations, and warned the LOI dies if no definitive agreement is signed by December 15, 2026.
Ethresear.ch sketches a hash-only OP Stack rollup with no L2 ECDSA
Hadamard posted an Ethresear.ch note on October 24 at 23:24 UTC describing a live OP Stack rollup, chain ID 42069000, live since September 30, 2026, whose L2 accounts are keccak-256 hash chains rather than ECDSA keys. Spending reveals the next preimage after a commit-reveal step, so the L2 cryptographic assumption is preimage resistance of keccak-256, while ECDSA still sits at the L1 boundary. The author discloses founding bb84, the payments app on this chain, and asks whether the design is a sensible interim for post-quantum L2 payments. This is a research post with a listed trust model, not an Ethereum hard-fork proposal or a client release.
Magicians assign draft ERC-8454 to an AIFi unit framework
Ethereum Magicians thread 30040, opened October 21, now carries an October 25 status line: the AIFi Unit Framework is a draft assigned ERC-8454 on October 21 via ethereum/ERCs pull request 2095. The text is a registry and descriptor model for naming, bounding, and valuing one economic whole in an agent-driven on-chain economy, covering agents, skills, tasks, models, compute, data, and financial positions. It specifies two registries, EIP-712 and ERC-1271 signed assertions, and typed valuation receipts. Editor review is still pending, so this is not a deployed standard and not an All Core Devs decision.
LlamaRisk posts Aave V3 cap cuts and a 10 bps USDC Slope1 bump
LlamaRisk posted an Aave V3 Risk Stewards recommendation on October 23 at 17:11 UTC. It is a parameter list, not an executed vote. On V3 Core the note would cut the cbBTC supply cap from 22,800 to 20,000, sUSDe from 130 million to 105 million, and USDe from 300 million to 275 million, and drop the maturing PT-srUSDe-22OCT2026 cap from 20 million to 1. Plasma would likewise cut PT-sUSDE-22OCT2026 from 50 million to 1, Avalanche WAVAX would fall from 18.16 million to 16 million, and Arbitrum USDC Slope1 would rise from 4.00% to 4.10%. Treat the numbers as a steward recommendation until a payload executes.
Lido forum asks whether the treasury should buy 5% to 10% of SSV
A Lido research forum post on October 22 asks whether the Lido DAO Treasury should buy and stake about 5% to 10% of circulating SSV into cSSV. The author, Tomish, frames it as a discussion, not a formal proposal, and cites an illustrative 5% slice of about 810,000 SSV, or about $2.1 million at the prices in the post, plus the APR sketches in that same post. SSV is already used in Lido DVT and CSM operator pathways. The thread is an idea to pressure-test, including whether ETH yield from cSSV staking should later fund LDO buybacks. No snapshot vote and no treasury spend are attached.
Sky asks to pay 7,000 USDS across three Immunefi reports
Sky Protocol Security asked the Core Council Buffer on October 23 to pay three Immunefi bounties in USDS on Ethereum, under the Security and Maintenance budget in Atlas A.2.3.1.2.2. Report 86831 is a Medium finding in the weETH facet of the Diamond PAU for 5,000 USDS. The note says no funds were at risk because no live controller integrates that facet. Reports 93482 (LitePSM) and 94379 (Uniswap v3 Diamond PAU facet) are Low findings at 1,000 USDS each, with no theft or freeze of funds claimed. This is a payout request, not a statement that the bugs were exploited in production.
Kraken keeps Initia deposits paused while the chain issue is investigated
Kraken opened an incident at 16:15 UTC on October 23 pausing Initia (INIT) deposits and withdrawals because of an issue on the Initia network. Status is still investigating, with impact listed as minor. All other funding methods were described as operational. The last public update in the incident JSON remains that first investigating note. This is a venue pause tied to a chain problem, not a Kraken-wide outage, and it is separate from the resolved October 23 Solana delay already covered on October 24.
Coinbase is still investigating delayed TON sends and receives
Coinbase posted Delayed Sends/Receives - TON Network at 18:35 Pacific on October 22, which is 01:35 UTC on October 23. The incident remains in investigating status with impact none, and some users may see delayed TON sends and receives. Buys, sells, and fiat deposits and withdrawals are described as unaffected, and the status page says funds are safe. A prior TON delay on October 21 was resolved, so this later ticket is still open as a rail delay, not a listing change.
