CFTC lets DCMs convert perpetual-style index futures through Oct 20
CFTC Release 9308-26, dated October 5, 2026, says the Division of Market Oversight issued no-action relief so designated contract markets can convert existing perpetual-style broad-based security index futures into true perpetual futures. DCMs may remove expiration dates after meeting customer-protection steps in Staff Letter No. 26-29: solicit feedback from holders with open positions, give advance notice and a chance to exit, provide risk disclosures, and leave other material contract terms unchanged. They must file the amendments under CFTC Regulations 40.5 or 40.6 and certify compliance. The no-action positions expire on October 20, 2026.
NY AG bars Mashinsky from crypto and seeks up to $35 million
On October 9, 2026, New York Attorney General Letitia James said she secured up to $35 million from Alex Mashinsky, co-founder and former CEO of Celsius Network LLC, plus a permanent ban from the securities, commodities, and cryptocurrency industries. James sued him in 2023, alleging he misled hundreds of thousands of investors, including more than 26,000 in New York, about Celsius safety while the platform took high-risk bets. Mashinsky is serving a 12-year federal prison sentence, was ordered to forfeit more than $48 million to the federal government, and Celsius bankruptcy recoveries for investors and creditors have exceeded $3.4 billion. Under the state settlement he must pay New York $25 million if he fails to forfeit an additional $10 million in ill-gotten gains federally, and $10 million more if he does not serve the full prison term.

Top suppliers showed health factors from 1.01 to 1.18 with a median of 1.03, all with outstanding debt, mostly USDC then USDT0 against the PT in stablecoin E-Mode, priced with a linear discount oracle on the AUSD/USD feed. Pendle AMM liquidity on Monad was 3.88 million, split 47% PT and 53% SY, with implied APY easing from 6.0% to about 5.3%. Grove's Oct 22 spell sends 800,000 USDS and retires CCTP v1
Grove's technical scope for the October 22, 2026 Sky spell, posted October 7, would send 800,000 USDS from the Grove SubProxy to the Grove Foundation Multisig as the October 2026 operating grant. The same spell would revoke SUBMISSION_ROLE on the Grove Executor on Avalanche from the Grove Circle CCTP v1 Governance Relay Receiver, leaving only the CCTP v2 receiver able to queue governance actions. Circle's CCTP v1 deprecation begins October 31, 2026 and completes December 1, 2026, and Sky Core asked Grove to retire the v1 relay before that window. The USDS transfer would run when the executive vote executes, while the Avalanche role change waits on message delivery; Grove said no new audit is needed because the spell only calls existing audited contracts.
Prysm v7.2.1 fixes Gloas builder auth and turns on partial columns
Offchain Labs tagged Prysm v7.2.1 on October 5, 2026 as a validator-client update for Gloas builder configuration. Proposer settings files now take builder auth_data and builder_pubkeys as 0x-hex, matching the keymanager API, instead of base64, so operators testing Gloas builders need to review those files before upgrading. Partial data columns are on by default, gossiping PeerDAS data at the cell level; --disable-partial-data-columns falls back to full columns, and --partial-data-columns is deprecated. The tag also adds the Sepolia GAS_LIMIT_SCHEDULE so validators default to a 200 million gas limit from the Sepolia Gloas fork at epoch 353024, October 6, 2026, 13:53:36 UTC, unless a proposer sets a different gas_limit.
