Overnight items mixed issuer charter work with protocol drafts. OpenWorld stockholders holding 57.57% approved a new blockchain common stock class. Farmhouse named a returning chief financial officer for its bitcoin-and-gold treasury. Magicians, Spark Atlas edits for the week of October 19, an Aave SpaceX token listing, home-builder block diffusion, a Lido stVault applicant, and a still-open Coinbase TON send delay fill out this crypto news brief. Sunday’s October 18 brief still has Empery’s board vote and Nethermind 2.2.0. For how we timestamp these prints, see how to read a crypto market snapshot.
OpenWorld stockholders approve a blockchain common stock class
OpenWorld, Inc. (NASDAQ: OPNW) reported that on October 16, 2026, holders of about 57.57% of its outstanding common stock approved Amended and Restated Articles of Incorporation by written consent. The restated charter authorizes 675 million shares of common stock, 500 million shares of a new class called blockchain common stock, and 75 million preferred shares, each at $0.001 par value. The board had approved submitting those articles on September 30, and they become effective only after OpenWorld files them in Nevada following the Rule 14c-2 notice period and mails a definitive Schedule 14C. This filing is a charter vote, not a token issuance and not a live product launch.

The 8-K does not report a new bitcoin purchase or a holdings total.
Magicians draft ERC-8447, a registry for on-chain AI swarms
On October 18, 2026 at 05:22 UTC, Ethereum Magicians opened ERC-8447: Swarm AI Framework, which records a swarm as one on-chain object with a frozen specHash equal to keccak256 of the encoded SwarmSpec and an off-chain charter hashed with SHA-256 of a JCS root. Membership uses two-sided admission, EIP-712 or ERC-1271 acceptance, and a permissionless exit timer in every state including forming. The kernel holds no value and treats members as accounts, reading agent-ness from registries such as ERC-8004, and it requires ERCs 165, 712, 1271, 6372, 8004, and 8436. The reference registry is a 16,379-byte non-upgradeable contract with 85 Foundry tests; this is a draft and a GitHub ERC pull request, not a mainnet deployment.
Spark queues Atlas edits for the week of October 19, including a 7% River ratio
Core GovOps posted the Atlas Edit Weekly Cycle for the week of October 19, 2026 on October 16 at 16:37 UTC, and a follow-up post triggered the cycle. The packet would set Pattern's River I Instance capital ratio requirement to 7% and lift Osero's Gauntlet USDC Prime Morpho Vault V2 deposit slope from zero to 650,000 USDC per day. It also writes audit standards for work Sky did not commission, makes the Executive Process Liaison confirm each Prime Spell action against the Atlas, records Morpho vault permissioned role holders for Spark, Grove, and Osero, and caps USDS-burn or USDC-swap rate-limit restoration at maxAmount. The full text is Sky Atlas pull request 360; triggering the weekly cycle is not the same as an executed spell.
LlamaRisk backs listing tokenized SpaceX stock on Aave's Base equities hub
Aave Labs filed a Direct-to-AIP on October 15 at 13:36 UTC to onboard SPCX, a Coinbase B20 tokenized SpaceX Class A share, to the Aave V4 Equities Hub on Base at token address 0xb2000000000000000000007b9fcbd005511acbd5. LlamaRisk supports the listing as SPCXc with a 55% collateral factor, a 6.5% maximum liquidation bonus, a 1,000 basis-point collateral risk premium, a 37,000-token add cap (about $5.8 million in that review), and no borrow. The review cites a $2.33 trillion SpaceX valuation, Starlink segment EBITDA of $8.65 billion, a group loss of $8.2 billion and $32 billion of free-cash-flow burn in the twelve months to June 2026, and a 180-day lock-up that can release another 2.43 billion shares between October 26 and December 8, 2026. Direct-to-AIP is still a proposal, not an executed listing.
Ethresear: Informed Diffusion would get a home builder's 1 MiB payload there in 0.6s
Csaba Kiraly posted Informed Diffusion on Ethresear.ch on October 13 at 06:36 UTC, adding a fourth tier to the EIP-8411 segmented-payload stack. In a mixed-bandwidth simulation (20% of nodes at 1 Gbps, the rest at 50 Mbps up), a datacenter builder delivers a 1 MiB payload to p99 in 1.8 seconds while a home builder needs 4.2 seconds, and an all-home network at 50 Mbps up and 100 Mbps down needs 6.3 seconds today. Tier 4, which adds a HAVE bitmap per payload per peer, delivers that 1 MiB in about 0.6 seconds even in the all-home case and cuts average copies from 4.4 to 1.7. The post says the design stayed inside a 3 second budget in every stress run described, including half the nodes silent and every uplink cut to 10 Mbps; this is a research note with simulations, not a shipped Ethereum fork.
2xStake asks Lido for stVault Basic Identified Node Operator status
2xStake, an independent non-custodial operator in Almaty, Kazakhstan, filed on October 14 at 01:30 UTC for Basic Identified Node Operator status on Lido stVaults, with a path to Professional Operator and a multi-operator DVT vault. It already runs in Lido Simple DVT's Lido x SSV: Arid Anubis super cluster (500 validators) and is CSM operator 432 with no slashing; as SSV verified operator 2029 it posted 99.49% 30-day performance on October 14, 2026. The post cites Kazakhstan's regulation of digital assets outside the AIFC since May 1, 2026, a Nethermind plus Lighthouse client mix, and an indicative 5% to 8% operator fee. The stVaults Committee replied that assessment has started; an application is not an admission.
Coinbase status still lists incident 41ywx5zyyzpt, Delayed Sends - TON Network, as investigating. The incident opened at 22:29 PDT on October 15, 2026 (05:29 UTC on October 16) and had not been updated by our check. Coinbase said users may see delayed sends on TON, while receives, buys, sells, and fiat deposits and withdrawals were not affected, and that funds were safe. Impact is marked none; this is a venue incident, not a TON consensus halt.
