  1. CFTC flags mention markets as easier to manipulate

The CFTC Division of Market Oversight issued Staff Letter 26-27 on September 22, 2026, covering event contracts that settle on whether a named person says certain words, attends an event, or interacts with someone. DMO staff may start from the view that these mention markets are easy to manipulate under DCM Core Principle 3, because settlement often sits with one person and may lack independent verification. The advisory is informational, does not create new obligations, and leaves room for a well-designed contract plus DCM surveillance to support a Part 40.2 or 40.3 filing. Acting Director Duncan Hennes signed the letter, and press release 9302-26 points DCMs to that analysis.

  2. Selig: prepare markets for mass tokenization, not a universal 24/7 clock

Chairman Michael S. Selig delivered keynote remarks at the 2026 U.S. Treasury Market Conference in New York on September 22, 2026, thanking New York Fed President John Williams. He said markets must prepare for mass tokenization, blockchain and AI at scale, and onchain 24/7 finance, and that high-quality tokenized collateral can make liquidity more dynamic. He noted the GENIUS Act is law and that the CFTC earlier expanded eligible tokenized collateral to certain payment stablecoins issued by national trust banks. He repeated that 24/7 trading will not be one-size-fits-all: crypto or precious metals may be suitable now, while agricultural products, energy, and certain financials may not.

  3. Strive buys 1,355 bitcoin, lifting its stack to 26,355

Strive, Inc. (Nasdaq: ASST) filed an Item 8.01 8-K on September 21, 2026 saying it bought 1,355 bitcoin from September 14 through September 18 at an average of about $79,475 per bitcoin, including fees and expenses. Holdings rose from 25,000 BTC on September 11 to 26,355 BTC on September 18. Cash and cash equivalents rose from $204.2 million to $229.6 million. The company still held 505,000 shares of Strategy STRC preferred stock, with fair value of $49.748 million as of September 18, while Class A shares outstanding were 87,804,613 and SATA preferred shares outstanding were 11,184,160.

  4. Lion Group still holds about 195,000 HYPE, valued at $18.2 million

Lion Group Holding Ltd. (Nasdaq: LGHL) filed a Form 6-K on September 21, 2026 attaching a press release that reaffirmed its Hyperliquid (HYPE) treasury. The company said it has not sold any HYPE since establishing the position and still holds its full allocation of approximately 195,000 tokens. As of September 21, 2026, it valued that stack at about $18.2 million at prevailing market prices. The release also noted Hyperliquid recently added a manual borrowing feature that lets users supply HYPE or bitcoin as collateral to borrow stablecoins, and Lion said it does not express a view on how U.S. market-structure legislation or SEC actions apply to Hyperliquid.

  5. Coinbase launches fixed-rate bitcoin-backed USDC loans on Morpho Midnight

Morpho said on September 22, 2026 that Coinbase launched fixed-rate loans powered by Morpho Midnight, calling it the first enterprise-scale integration of that protocol. Coinbase users can borrow USDC against bitcoin with the borrowing rate and repayment date fixed from the start. The product sits next to Coinbase Morpho variable-rate loans, which Morpho said have grown to more than $1.4 billion in active loans backed by about $3 billion of collateral. Coinbase keeps the user experience, Morpho supplies the credit infrastructure, and Base is the settlement layer. The integration starts with bitcoin-backed lending.

  6. Aave files a Direct-to-AIP to list USDe on V3 X Layer

Aave Labs posted a Direct-to-AIP on September 22, 2026 to onboard Ethena USDe as a supported asset on the Aave V3 X Layer instance. USDe on X Layer uses Ethena LayerZero OFT deployment at 0x5d3a1Ff2b6BAb83b63cd9AD0787074081a52ef34. The proposed setup, still subject to Aave risk service providers, would make USDe borrowable and collateral-enabled outside isolation, with a 100 million supply cap, 50 million borrow cap, 70% loan-to-value, and 73% liquidation threshold. The post says the listing would sit alongside USDT0, USDG, USDC, and GHO, and would add USDe as a borrowable asset in existing xBTC, xETH, xSOL, and WOKB E-Mode categories.

  7. EF intern fee-market note: one-dimensional gas still trails EIP-7999

Fei Wu posted on ethresear.ch on September 21, 2026, work partly done during an Ethereum Foundation internship, comparing a post-Glamsterdam one-dimensional fee market with EIP-7999. A baseline with a 64-gas-per-byte floor and CPSB of 1530 delivered 82.0 million to 92.6 million execution gas per block and about 288 to 403 GiB of state growth per year. An EIP-8368-style CPSB recalibration cut state growth to about 121 to 122 GiB per year but dropped execution to 67.5 million to 70.2 million. EIP-7999 maximum-throughput configurations delivered 252.9 million to 272.6 million execution gas while holding state growth near 120 GiB per year, so a shared base fee still forces a trade between execution and state.

  8. Kraken halts Cosmos and Neutron deposits and withdrawals

Kraken opened an incident at 14:11 UTC on September 22, 2026 saying Cosmos and Neutron funding is halted. Deposits and withdrawals on that gateway will not be processed. All other funding methods are operating normally, and the venue is investigating. Coinbase separately paused COSMOS sends and receives at 12:35 UTC the same day, while saying buys, sells, converts, and fiat were not affected. Both incidents remained in investigating status when we checked the venue status pages early on September 23, 2026.
